CASA History

History

In 1977, Seattle Superior Court Judge David Soulkup was concerned about trying to make decisions on behalf of abused and neglected children with very limited information. He conceived the idea of appointing community volunteers to speak up for the best interests of these children in court.  He made a request for volunteers; 50 citizens responded and that was the start of the CASA program.

CASA of Caroline, Inc. is a non-profit 501(c)(3) organization incorportated in 2004 to facilitate the continued development and success of Court Appointed Special Advocate (CASA) programs to ensure that every abused & neglected child in Caroline County has a safe, permanent home.
